Northrop Grumman is a leader in technological advancements and is currently seeking a Proposal Analyst – Level 2 to join their team. This role involves preparing proposals for various contracts, supporting gate reviews, government audits, and negotiations with customers while collaborating with cross-functional teams.
Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications and other pricing/cost requirements.
Lead and coordinate the collection and accumulation of cost, scheduling, and performance elements from functional departments.
Develop, test, and maintain software applications using Python.
Collaborate with cross-functional teams to define, design, and ship new features.
Research and analyze historical data as well as develop cost models to support proposal efforts.
Estimate and develop the Consolidated Bill of Material (CBOM) requirements.
Analyze specifications, including sketches, blueprints, bills of material, or sample layouts, and calculate production costs using labor and material pricing schedules and historical data.
Review purchase order history, actuals, quotes, and proposals to estimate the CBOM.
Incorporate escalation and quantity variance curve factors and extended costs for required quantities.
Provide price analysis in support of program objectives.
Analyze data such as direct labor hours, past performance, costs of previous procurements, and/or comparison to similar items/scope.
Present and brief cost issues and risks to senior management.
Coordinate activities and participates in customer fact-finding meetings.
Participate in should-cost and pricing reviews with management and customer representatives.
Lead and support DCAA audit reviews for proposals and other customer cost reviews.
Participate as a member of the contract negotiating team.

Qualification
Required
Bachelor’s degree in Business Management, Accounting, Finance or related field with 2+ years of relevant professional experience – OR – Master’s degree in Business, Accounting, Finance or related field with 1+ year of relevant professional experience.
Proficiency with MS Office Suite (Excel, PowerPoint and Word).
Proficiency in Python, with a solid understanding of Python libraries and frameworks (e.g., Django, Flask, NumPy, Pandas).
Knowledge of database systems (SQL and NoSQL) and experience with ORM frameworks.
Strong problem solving and analytical skills with the ability to make recommendations and provide guidance to effectively bring projects to completion.
Excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, negotiating and problem solving with a wide range of functions and people.
Potential travel up to 10% of the time.
Must have the ability to obtain and maintain a U.S. Government DoD Top-Secret security clearance. US Citizenship is a prerequisite.
Preferred
Experience working in space systems programs.
Proven experience as a Python Developer, with a strong portfolio of completed projects.
Database design and SQL/NoSQL experience.
Working knowledge of government contract environment (FAR & DFARS).
Previous experience with SAP and Costpoint.
Working knowledge of cost accounting standards, generally accepted accounting principles, and accounting/proposal auditing techniques.
Familiarity with the concept and application of Cost Improvement Curves.
Experience in the aerospace industry.
Active Top Secret and SCI Clearance. US Citizenship is a prerequisite.
