Responsibilities

  • Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications and other pricing/cost requirements.
  • Lead and coordinate the collection and accumulation of cost, scheduling, and performance elements from functional departments.
  • Develop, test, and maintain software applications using Python.
  • Collaborate with cross-functional teams to define, design, and ship new features.
  • Research and analyze historical data as well as develop cost models to support proposal efforts.
  • Estimate and develop the Consolidated Bill of Material (CBOM) requirements.
  • Analyze specifications, including sketches, blueprints, bills of material, or sample layouts, and calculate production costs using labor and material pricing schedules and historical data.
  • Review purchase order history, actuals, quotes, and proposals to estimate the CBOM.
  • Incorporate escalation and quantity variance curve factors and extended costs for required quantities.
  • Provide price analysis in support of program objectives.
  • Analyze data such as direct labor hours, past performance, costs of previous procurements, and/or comparison to similar items/scope.
  • Present and brief cost issues and risks to senior management.
  • Coordinate activities and participates in customer fact-finding meetings.
  • Participate in should-cost and pricing reviews with management and customer representatives.
  • Lead and support DCAA audit reviews for proposals and other customer cost reviews.
  • Participate as a member of the contract negotiating team.
  • Other duties as assigned.

Qualification

Required

  • Bachelor’s degree in Business Management, Accounting, Finance or related field with 2+ years of relevant professional experience – OR – Master’s degree in Business, Accounting, Finance or related field with 1+ year of relevant professional experience.
  • Proficiency with MS Office Suite (Excel, PowerPoint and Word).
  • Proficiency in Python, with a solid understanding of Python libraries and frameworks (e.g., Django, Flask, NumPy, Pandas).
  • Knowledge of database systems (SQL and NoSQL) and experience with ORM frameworks.
  • Strong problem solving and analytical skills with the ability to make recommendations and provide guidance to effectively bring projects to completion.
  • Excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, negotiating and problem solving with a wide range of functions and people.
  • Potential travel up to 10% of the time.
  • Must have the ability to obtain and maintain a U.S. Government DoD Top-Secret security clearance. US Citizenship is a prerequisite.

Preferred

  • Experience working in space systems programs.
  • Proven experience as a Python Developer, with a strong portfolio of completed projects.
  • Database design and SQL/NoSQL experience.
  • Working knowledge of government contract environment (FAR & DFARS).
  • Previous experience with SAP and Costpoint.
  • Working knowledge of cost accounting standards, generally accepted accounting principles, and accounting/proposal auditing techniques.
  • Familiarity with the concept and application of Cost Improvement Curves.
  • Experience in the aerospace industry.
  • Active Top Secret and SCI Clearance. US Citizenship is a prerequisite.
