System Safety Analyst - Data and Analytics

Responsibilities

  • Create, track, and continuously report weekly, monthly, and annually on leading and lagging key performance safety indicators to track safety performance and safety initiative implementation.
  • Work with departments and stakeholders to communicate relevant data information to appropriate departments. Develop communication channels throughout the workforce to send and receive safety related information.
  • Create and maintain reports and dashboards that provide insights into key programs and safety initiatives.
  • Collaborate with department personnel to evaluate current database system and recommend improvements to processes and database structure.
  • Document departmental processes and workflows to gain general understanding necessary to measure performance levels.
  • Work collaboratively with MBTA managers and supervisors to identify and mitigate hazards. Work closely with field representatives from the Department of Public Utilities (DPU) to resolve identified safety issues.
  • Assist with identifying trends for purposes of developing mitigation strategies to reduce the frequency and severity of these occurrences.
  • Report safety/security critical data to oversight agencies such as: the Massachusetts Department of Public Utilities (DPU), Federal Transit Authority (FTA), and the National Transit Database (NTD).
  • Ensure that all required documentation and reports are completed accurately and forwarded to the appropriate operating areas including the DPU and the NTD in accordance with established time frames.
  • Respond to each inquiry, whether from a customer, vendor, or coworker in a courteous and professional manner.
  • Perform night and weekend safety duty response in rotation with other MBTA Safety staff.
  • Drive a company or personal vehicle to visit/inspect work sites and to assist at emergencies and/or events as needed.
  • Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
  • Perform all other duties and projects that may be assigned.

Qualification

Required

  • Bachelor's degree from an accredited institution.
  • Two (2) years of relevant experience in transportation, data analytics, technical report writing, or related field.
  • Valid driver's license.
  • Experience in compiling, analyzing, and reporting information into databases.
  • Effective organizational, analytical, multitasking, time management and interpersonal skills.
  • Ability to demonstrate strong analytical, communication and report writing skills.
  • Knowledge of Microsoft Word, Excel, and database applications.
  • The ability to effectively communicate with regulatory agencies, community organizations and others on technical and sensitive matters.
  • Ability to provide internal and external customers with a courteous and professional experience.
  • The ability to work with a diverse workforce.
  • Ability to perform all tasks safely with proper PPE.
  • Ability to perform and oversee that tasks are performed to ensure the safety of MBTA employees, contractors, ridership, and the general public, and critical infrastructure.
  • Ability to demonstrate strong analytical, communication and technical report writing skills. A writing sample will need to be provided prior to interview.
  • Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 700, and 800 as well as courses offered on websites hosted by MassDOT, FEMA, and TSI within the first month of employment.
  • Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to work effectively independently and as part of a team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
  • Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.
  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including a physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting their positions and throughout the duration of their program.

Preferred

  • A bachelor's degree from an accredited institution in Data Analytics, Engineering, Business, Mathematics, Computer Science, or related field.
  • Knowledge of system safety and/or Safety Management Systems (SMS) principles and best practices.
  • Experience working in transportation, safety, security, or related field; and candidates demonstrating an understanding of OSHA/DLS Regulations, the Federal Transit Administration (FTA) and/or DPU regulations, knowledge of American Public Transportation Association (APTA) standards, and/or experience conducting training.
  • Completed the Transportation Safety Institute (TSI) Transit Safety and Security Program (TSSP) in Bus and/or Rail.
